Chalino (below) is NOT the scapegoat! Men have suffered also.
"The women’s slayings have occurred against a backdrop of violence in Juárez that also took the lives of 1,600 men."

Having said that, Chalino Sanchez, pictured below, is the archtypal Latino gangster (Los Angeles, California) of whom gangs in Juárez love to emulate. Note the look on his face and the pistol in his belt!
¡Chalino!
The Dead Women of Juárez
"Since the 1970s, Ciudad Juárez has bet its development on maquiladoras, the assembly plants where thousands of young people, primarily women from rural villages, put together stereos, toys, clothes, blenders and a good many car parts for export across the border. On display in Juárez is the quick and brutal mashing of a rural people into an industrial work force.
Thousands of women come to Juárez hoping to be part of it... In a matter of a few years, the maquiladora turned time-honored roles upside down: women became the family providers, men the caretakers. Women who arrived in Juárez to work in the plants came to see the world, and their place in it, differently.
But this same process did not create a new man. Does the killing of dozens of these young women in Juárez have to do with serial murder, or with what the town has become?" http://www.samquinones.com/
¡Chalino! Chalino may not say anything about Juárez, but he does say something about California and The United States.

Juárez, at times, has been known as sin city. Here is an example of something said. "The mother of all battles: My reserve unit, the 281st Transportation Co. was activated for service in the first Gulf War. Some of the guys wanted to go to Juarez and “get some” before they died in battle. My friend’s advice begins to kick in. So guiding my buddies further into Juarez we find all kinds of as well as the I already knew about. The stories that were made that night were talked about the whole time we were in Saudi Arabia."
